School Board Accepts Budget; Adds Employees

PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CATAHOULA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON TUESDAY, JULY 6, 2010.

The Catahoula Parish School Board, State of Louisiana, met at the Catahoula Parish School Board Meeting Room, Harrisonburg, Louisiana on July 6, 2010 at 6:00 P.M.

There were present: Board President – Wayne Sanders, Lillian Aplin, Letishia Hatcher, Charles House, Josephine Jones, Jane Martin, Dewey Stockman, Tim Tomlinson and Dorothy Watson.

There was absent:  None 

The meeting was opened with prayer by Dewey Stockman and Josephine Jones led the Pledge of Allegiance to the flag.

On a motion by Lillian Aplin, seconded by Jane Martin and passed
unanimously, the Board approved the minutes of the regular meeting of
June 1, 2010 and the special meeting of June 8, 2010.

On a motion by Dorothy Watson, seconded by Lillian Aplin and
passed unanimously, the Board entered into a public hearing to discuss
the Combined Budget for fiscal year 2010-2011.

Christi Lofton, Business Manager, presented the proposed 2010-2011 Combined Budget and a question/answer period was held.

On a motion by Jane Martin, seconded by Dorothy Watson and
passed unanimously, the Board exited the public hearing to discuss
the Combined Budget for fiscal year 2010-2011.

On a motion by Jane Martin, seconded by Lillian Aplin and
passed unanimously, the Board accepted a Combined Budget for fiscal
year 2010-2011.

On a motion by Dorothy Watson, seconded by Jane Martin and
passed unanimously, the Board approved a resolution making
application to the State Bond Commission for authority to sell not
exceeding $750,000 of General Obligation School Bonds of School
District No. 25 at a private sale.

On a motion by Jane Martin, seconded by Letishia Hatcher and
passed unanimously, the Board approved a resolution authorizing the
advertising for sealed bids for the purchase of $750,000 of General
Obligation School Bonds for School District No. 25.

On a motion by Jane Martin, seconded by Dorothy Watson and
passed unanimously, the Board opened and accepted bids for propane
service for Martin Junior High School & Central High School for
2010-2011.

On a motion by Dorothy Watson, seconded by Tim Tomlinson and
passed unanimously, the Board approved the bid of Laid in cost + $.45
per gallon from Delta Fuel for propane service for Martin Junior High
School & Central High School for 2010-2011.

On a motion by Lillian Aplin, seconded by Jane Martin and
passed unanimously, the Board opened and accepted bids for white copy paper for the period July 1, 2010 through December 31, 2010.

On a motion by Lillian Aplin, seconded by Josephine Jones and
passed unanimously, the Board accepted a bid on copy paper from
Quill for $29.90 per case for 8 ½” X 11” and $43.80 per case for
8 ½” X 14” for July 1, 2010 through December 31, 2010.

The Board heard a request from Coach Benny Vault regarding the interscholastic athletic eligibility revision.

On a motion by Josephine Jones, seconded by Dorothy Watson and
passed unanimously, the Board left the interscholastic athletic eligibility revision as is.

On a motion by Jane Martin, seconded by Lillian Aplin and
passed unanimously, the Board accepted the 2008-2009 Audit from William E. Hughes, Jr., APC,CPA.

On a motion by Dorothy Watson, seconded by Letishia Hatcher
and passed unanimously, the Board approved the following
budgets/budget revisions:

a.       Budget Revision #1 for LASIG II 2009-2010

On a motion by Josephine Jones, seconded by Letishia Hatcher and
passed unanimously, the Board approved the following policy changes:

a.       File:   DJCA         Pay Day Schedules
b.       File:   IDFA          Interscholastic Athletics
c.       File:   JGB            School Wellness

On a motion by Letishia Hatcher, seconded by Josephine Jones
and passed unanimously, the Board approved the Catahoula Parish
Consolidated Application for Federal Programs (E-Grant) for the
2010-2011 fiscal year.

On a motion by Dorothy Watson, seconded by Lillian Aplin and
passed unanimously, the Board added to the agenda to waive board
policy for finance committee and approve an expenditure in excess of
$5000 to Air Environmental Services, Inc. for the 3-Year Asbestos
Inspections/Management Plan Updates for $6,000.

On a motion by Jane Martin, seconded by Josephine Jones and
passed unanimously, the Board waived board policy for finance
committee and approved an expenditure in excess of $5000 to Air
Environmental Services, Inc. for the 3-Year Asbestos
Inspections/Management Plan Updates for $6,000.
On a motion by Letishia Hatcher, seconded by Josephine Jones and
passed unanimously, the Board approved employing the following:

          ●       Rayne Muse, Maintenance Man/A/C Repair, effective
June 28, 2010

On a motion by Dorothy Watson, seconded by Josephine Jones and
passed unanimously, the Board approved employing the following:

          ●       Summer Gremillion Gullett, teacher at Central High School, effective August 11, 2010, for the 2010-2011
school year only

On a motion by Josephine Jones, seconded by Letishia Hatcher and
passed unanimously, the Board approved the following transfer:

          ●       Barbara Stevenson Moseley from Reading Coach at Jonesville Elementary School to Educational Diagnostician effective July 26, 2010

On a motion by Dorothy Watson, seconded by Letishia Hatcher and
passed unanimously, the Board approved the following resignations:

          ●       Rachael Ainsworth, teacher, Block High School, effective
August 1, 2010

          ●       Laura Renee Carlton, teacher, Block High School,
effective August 2, 2010

On a motion by Dorothy Watson, seconded by Lillian Aplin and passed unanimously, the Board voted to adjourn.
